JOB SUMMARY

Reporting into the HSE Senior Director, North Asia for GWS Enterprise, the purpose of this country role is to lead a proactive and collaborative team approach to promote a culture of Health, Safety, and environmental excellence across our Facility Maintenance and Project Management offerings within Pakistan. This position will ensure the timely delivery of HSE functional projects, objectives, and targets for the GWS Enterprise and PJM Advisory Accounts.

Ensures the development and delivery of the company Health, Safety and Environment strategy, policy and processes in conjunction with the HSE Senior Director, North Asia.

To oversee and manage the local in-country implementation of HSE initiatives, including project delivery, so as to ensure a safe and healthy working environment, adherence to related statutory duties and the furthering of best practice standards.

Ensures the HSE resources in Pakistan remain consistent with the risk profile of the business.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Drive GWS HSE Management System programs, including those previously implemented and new/revised programs to drive compliance and risk reduction.

  • Maintain and improve HSE Management System, ISO 14001&45001 systems, local country business practices and programs.

  • Develop, implement, manage and review the HSE Plan for Pakistan in conjunction with the HSE Senior Director, North Asia (including project delivery) in line with the Enterprise Accounts strategic HSE Plan. This includes embedding of operational ownership of risk and risk mitigation strategies.

  • Monitor developments in HSE legislation in Pakistan. Advises CBRE leadership and teams of relevant changes, impacts and action required to ensure compliance.

  • Provide regulatory and litigation support, when necessary.

  • Provide guidance and practical expertise on HSE issues ensuring there is appropriate day-to-day support and guidance to both internal and external customers.

  • Ensure compliance with all business wide policy and strategy through HSE Management System Audits, embedding the overall Audit Assurance Program across Pakistan, monitoring the same for effectiveness.

  • Lead and support initiatives and best practice activities in all areas of HSE Management.

  • Ensure the development and maintenance of the training strategy for Pakistan, including project delivery, and support its delivery enabling appropriate standards of HSE competence are achieved and maintained.

  • Support the business in contractor management through contractor safety programs.

  • Ensure that all accidents, occupational illnesses, emergencies and environmental incidents are effectively reported the CBRE Incident Management Systems.

  • Lead in-country risk assessment and auditing programs for high-risk work and construction related principal works. Supports business in developing and submitting New Business Venture Risk Assessments to Global Risk & Advisory for approval, as necessary. Increases risk assessment awareness at the front line through providing accounts with hazard identification and risk assessment training.

  • Conduct risk profiles and supports the GWS Enterprise business on development and maintenance of risk and legal compliance registers.

  • Ensure the achievement of agreed functional standards and service level agreements.

  • Compile and maintain reporting and performance monitoring and analysis and review against established metrics and standards.

  • Support the achievement of good industry practice, business competitiveness, and the development of a ‘learning’ organisation.

  • Support effective business communication through advice, review, leadership and direct contribution to management and team meetings, briefings, consultation forums, correspondence, publicity, monthly and ad-hoc reporting and other publications, as appropriate.

  • Support the HSE aspects of new business through the transition and transformation stages of new account locations.

  • Assist as necessary with reviewing existing Policies, Procedures, Risk Assessments and Safe Systems of Work including an appraisal of how these are implemented in the workplace.

  • Bring to the attention of country and regional management any hazards or risks not addressed within the HSE Management System.

  • Other duties may be assigned.

EDUCATION AND EXPERIENCE

  • University degree in occupational safety, public health, industrial hygiene, science, engineering, or related field is preferred.

  • Minimum of 7 years of HSE or related experience.

  • Demonstrated knowledge of HSE related Acts, Standards and Regulations for Pakistan and international HSE standards.

  • Experience working in construction and facilities management preferred.

  • Auditor training/ qualifications and experience an advantage, ideally to ISO14001, ISO9001 and ISO45001.

CERTIFICATIONS AND LICENSES

  • Certifications in the field of HSE are highly desirable.

  • Qualifications in auditing such as lead auditor certification for ISO 14001 and ISO 45001 are desirable.

  • PMP (Project Management) Certification or equivalent is desirable.

  • Excellent computer skills including Microsoft Project, Microsoft office suite

  • Clear understanding and articulation of HSE Management Systems – leadership commitment, accountability, effective communication, auditing, and performance metrics.
